A record of building resilient systems, leading complex operations, and launching and growing businesses in the emergency management, professional services, technology sectors. Steve brings decades of on the ground experience in multiple theatres and disaster/incident/planned event situations in Command and Supporting positions. Steve has been consistently recognized for leadership in high-pressure environments, driving collaboration and operational success across jurisdictions.

Mrs. Cara Gluck, MPH
Vice President and Chief Financial Officer
Mrs. Gluck is a seasoned emergency management and public health professional with extensive experience in preparedness, response, intelligence coordination, and recovery operations. She is a credentialed Type 3 Incident Commander and Planning Section Chief, with firsthand experience responding to multiple Type 1 incidents. Her leadership in complex emergencies is built on strategic planning, operational expertise, and effective interagency collaboration.
Mrs. Gluck holds a Master of Public Health (MPH) with a concentration in Disaster Management, as well as a Bachelor of Science in Health Science with a minor in Chemistry. This strong academic foundation supports her work across the public health, emergency response, and homeland security arenas.
In her role as Program Administrator for the Oklahoma Counterterrorism Intelligence Center (OCTIC), Mrs. Gluck supported statewide intelligence integration and coordination, strengthening partnerships between public health, emergency management, and law enforcement entities. Her work contributed to enhanced threat analysis, information sharing, and critical infrastructure protection.
